Hague Complaint Registry
In order to connect to the Hague Complaint Registry, you will need to have the TLS 1.0 security setting enabled in your Web browser. To verify and enable the TLS 1.0 setting in your Web browser, please follow the directions provided.
If you have encountered a problem with your accredited agency and have not been able to resolve the issue, the Department of State has established a process for filing a complaint against an adoption service provider. First, submit the complaint in writing directly to your adoption agency. Then, if it is not resolved through the organization's complaint process, you may file the complaint with our internet based Hague Complaint Registry.
Complaints submitted to the Hague Complaint Registry will be made available to the accrediting entity and to our office. We are committed to upholding the ethical standards, professional practices, and principles of the Hague Adoption Convention, the Intercountry Adoption Act (IAA), and the Federal regulations.
If your complaint does not involve the Hague Convention, the IAA, or the Federal regulations implementing the IAA and the Convention, our office would still like to hear about it. Please email us at AskCI@state.gov. In addition, you may wish to contact your State's adoption agency licensing authority. For a list of these authorities, go to the National Adoption Directory Search.
